ROBERT MORGAN EDUCATION CENTER

ABILITY TO BENEFIT

It is the philosophy of Robert Morgan Educational Center to offer technical education to all students.  However, it is recognized that everyone is not ready to immediately benefit from the training offered.

Therefore, the following procedure has been established to ensure that students have the “Ability-To-Benefit” from our programs:

1.      If students have a high school diploma or General Education Diploma (GED), they are presumed to have the “Ability-To-Benefit.”

2.      If applicants do not have a high school diploma, or GED the counselor will arrange for students to take an approval standardized Test of Adult Basic Education (TABE) to determine the “Ability-To-Benefit.”

3.      If test scores so indicate, remedial classes will be added to the applicant’s curriculum of study until the prescribed remediation is completed.

4.      Applicants will be allowed to retake tests as prescribed by district policy.

5.      Students admitted under “Ability-To-Benefit” may have them eligibility for certain types of financial aid affected by their test scores.

6.      For Title IV Federal Financial Aid Purposes students who do not have a standard high school diploma or a GED should take the following steps to demonstrate their “Ability-To-Benefit” from training:

*Register to take the Test of Adult Basic Education (TABE).
*Speak with a financial aid counselor to:

*Discuss your options for the ATB test, Wonderlic Basic Skills Test, (Students with scores of 6.9 or higher for all areas of Reading, Math, and Language are ready to take the ABT test) A minimum verbal score of 200 and quantitative score of 210 is a passing score.

*Schedule the date and time for you to take the ATB test
Results of the ATB tests are mailed from the test publisher to both the student and Robert Morgan.

*Once a passing score is received eligibility for Title IV federal funds will be determine and awarded accordingly.

*Students will then be monitored and required to maintain Satisfactory Academic Progress (SAP) to continue
receiving aid for subsequent payment periods.
